I would say you need to inform DEFRA of the lost ring numbers and just register the birds with the rings they have on. If you cant get another ring on they will accept a micro chip number.

i usely rap a peace of micro pore tape around the ring.
and then tuck it under so the ring is a little tighter fit or
press the edges of the micro pore tape to the birds leg.
but make shure its not to tight.it seems to do the trick and prevent the rings falling of
then after a remove it. once there feet are big enough to
stop the ring falling of.
you can buy it from any chemist shop.

I do the same. I also put the male sized ring on one leg and female ring on the other and leave them both on. Then if there is a problem with a leg swelling in the future and a ring has to be removed you still have the other one.(ring that is, not leg--well I hope it would still have 2 legs, if not you need to change the way you remove rings) Of course if the male ring looks too small as a female leg develops it is removed, but they go through a "puppy fat" stage and the leg seems to slim as it fully calcifies.

Male and female rings on the same leg.(Female ring above the male ring)

This means only one piece of tape is required and the rings are on for good much quicker as the male ring is only likley to slide off for a short length of time

What you say about swelling makes perfect sense though!!!

Does this mean they would accept a micro chip rather than a ring? I'd much rather microchip my birds.

I was reading Fox's book last night and the ultimate would seem to be DNA profiling. But that is probably expecting too much.

just spoke to defra microchip as a permenate marker and swiss/split ring will suffice ....from my experence with defra they have nothing but helpful in my little project...in her words a we want as little stress to you and your birds.. so at my convience if i need them they will come round:yawinkle:
