resize photos

Recently upgraded to windows vista ultimate, now I can't resize my pictures. I have the microsoft resizing powertool, but that doesn't seem to be compatable with the vista. Can anybody help.

I use windows but the easy resizing dont work either so I use adobe photoshop. Really easy
