Using a quick internet search i think Taymur Mirza in this context is an ancient Persian who wrote a famous treatise on falconry.
Am I right?

Yes, yes! Taymur Mirza is the one, who has written "Báz náma yi nasiri" the Persian discussion about falconry, translated into English by D.C. Phillott lieutental-colonel in 1908.
