There are good books and videos that explain about using Bal-Charti's and such. Though, I believe you need to show the seller your permit (or a copy) before they will sell it to you.

(Correct me if I'm wrong! )

TMP, don't worry about it yet. Once you have a sponsor and all the permits as Jay stated, you will have more than enough help in trapping a bird. Heck, that's one of the best parts of becoming a falconer in the states.
