If you have adjusted your scope too far in one direction at any time it may be broken. It happened to one of my scopes after I let a friend borrow it. If your sure you are adjusting in the right direction this may be the case. HTH

if it is broken but you know where your hitting when you are zeroing
then do equal and opposites

Take the scope off, then refit it but when you tighten the mounts to the receiver rail, tighten them evenly; don't do one up first then the other one!!!
If that still doesn't work; shim the mounts with photography negatives and if that don't work, get a decent scope and ask the shop to fit it!!!!!

Trust me, with the armoury I own, I know!¬!!

Take the mounts off gun and check them for damage. If they have been over tightend then this will cause the problem. Look at the gun from the top, the scope tube should be running dead centre of the guns action. If not get some new mounts.
Is the guns action smooth it could be the trigger pull?.
Have you tried taking the scope of your closest zero and first set the windage up first wile the gun is bench rested?.
If youve done all of this then some new scopes and mounts may be the way to go.

i like the tip about the photo negatives! i would try that or a new set of mounts, i prefer the double type as opposed to the single ones
oh use a bottle top in a sand pit to zero the scope, watch for the "splash" in the sand to see where the shot lands...saves a stack of time monkeying around with paper targets
