Have you used a lure with magpie or crow wings on it.Your hawk has to see the magpie or crow as food in order for your Hawk to chase and kill the desired quarry.Hope this helps.

And either trap a few crows with a larsen trap or find somebody local that traps them and try get a few (usually the trappers are happy to get rid of them.) feed them fresh, whole and still warm and he will start associating them with food and will hopefully give chase at the right weight.
Good luck.

He just doesn't recognise them as food.

Hi,

This hits the nail on the head. My Fhh chases corvids and maggies like nothing else.At first, I fed her a dead warm magpie, then made a black lure comprising of a small piece of inner tyre tubing, put rivit hole in it for swivel and attached a couple of crow wings to it, and attached meat to it. Once he gets the pt. this means food, I think he should take them on in no time at all.. Few easy kills for him perhaps out the car window at feeding corvids, will work wonders for his confidence. One kill and it's 'game ball', lesson learned and he should be keen to chase and hopefully catch some for you my friend. They can make great flights, especialy with a male Harris..
P.s I am far from being an expert but this method worked for me, and could/should work for you.
