Hej,

1. what law, regulation or policy must be changed to permit falconry? For example is falconry specifically banned or is
the law merely silent as to falconry being a legal means of taking game?

2. What are the administrative or parliamentary process which must be followed to make falconry legal?

3. Who will be the principal contact in the Swedish government to achieve the goal?

Sorry for the poor Swedish!

Chris

Chris:
Before offering my earlier advice, I apologize to you for not having
understood the depth of your relationship to Sweden. With that in
mind, as you attempt to organize some Swedes to undertake this effort,
you should determine what role you can play in this attempt.
Simultaneously you must really understand what legal changes need to
be made and the process of making those changes.
As someone who has fought many political battles to ensure the legal
status of falconry in the US, I will offer political and legal advice,
as you may wish. However, European falconry leaders will be able to
give you more realistic advice. The IAF is committed to assisting
Swedish falconers to achieve their goal of legalizing falconry.
Frank Bond

Chris:
Please forgive me for not having responded to you in some time
regarding the potential for having falconry legalized in Sweden.
First you have requested Roman Savic's email address. It is: sokolar1@gmail.com
.
His postal address is:
Dr. vet. Roman Savic
Pozenik 32
4207 Cerklje
Slovenia

Tage Jessen has given you his observations on the very difficult time
they continue to have in Denmark. And in Denmark they have a team of
dedicated falconers who are not only vigilant but work constantly at
trying to find any opportunity to make a break through. Tage's
brother, Louie, was a county elected official for many years in his
area and thus had high level contacts in the national government.
And Frank Skarup Hansen, Tage and Louie worked very hard through the
other bodies regarding welfare and the ornithologists to achieve both
recognition and approval. And this is in a country, like Sweden,
where there is quite a hunting tradition.
Slovenia was successful with the extraordinary political
sophistication exhibited by Dr. Roman Savic. However, because there
is a propensity to permit falconry and similar forms of hunting in
Slovenia, it was not nearly so difficult a challenge as for example,
Denmark.
Chris, you have obviously taken a very personal position in this to
make it happen. But t is going to be extremely difficult to achieve
any kind of success from outside of the country. We need a team of
dedicated leaders from within Sweden. You have contacts above, whom
we know. After careful analysis of the present circumstances, perhaps
one of them can give us suggestions for the alternative means which
might be undertaken.
First we need to know what law, regulation or policy must be changed
to permit falconry. For example is falconry specifically banned or is
the law merely silent as to falconry being a legal means of taking
game? Then we will need to know the administrative or parliamentary
process which must be followed to make falconry legal. Finally we
need to develop a political action plan to include who we must
contact, how we will build a coalition of supporters, and who will be
the principal contact in the Swedish government to achieve the goal.
Again, this must de done from within Sweden, because clearly they are
not going to respond to foreigners to make the necessary changes to
have falconry legalized in Sweden.
Is there a chance that you can travel to Sweden during one of your
visits to meet with our colleagues there to begin the internal
organization to accomplish what i have set out above.

Best wishes,

Frank Bond
