Need Help

two weeks ago I found a American Kestral in a parking lot, unable to fly. After bringing it home it appears to be tamed. after several hours in our home the bird will sit on your shoulders like a parrot. at first it could only glide a few feet now it flies most of the house. I dont think it can be returned to the wild, so what do I need to do to keep it? Are there any people in the DFW area of texas who can help? How do I know if i'm feeding it enough? should I keep it indoors or biuld an aviary?
