maybe you should have second thoughts about the red tail mate-if you are serious about 'falconry' which is HUNTING with a trained raptor then i think you would do much better to serve your apprentiship with a redtailed hawk.
also the weight control on such a small falcon is critical and may be to much to ask of a beginner??
im sure some of our american friends will help you more.
thanks

Adam is right. For the new apprentice, a kestrel is a very difficult bird to train as the weight range where they are flown is so samll an amount. You may only have a few grams of weight between flight weight and death for a kes and an RT will have many ounces for the same range. Have you looked into the California Hawking Assocation yet? I will suggest that you join that club first and then try find some local falconers to go out in the field with before you try to become an apprentice. At age 15, you may have difficulty in finding a sponsor and you ma also have trouble finding the time in your schedule to fly a bird with school and the ever imposing teenage years. A wild taken bird can be kept as long as you want to, but if you do release it, you would do it in the spring, not the fall as they will have a much better prey species available to them. Remember, they migrate out of here for the winter

Have you a sponsor ?????????? Mean pit bull ????????? if so why are you struggling for simple equipment like anklets and jesses. I thought you had to pass an inspection before your trappping permit is issued and these pieces of equipment would be checked beforehand.

Not really. But, it didn't hurt to try.
