Had the same problem last year with my gyr X peregrine. A couple of things work. you can stop flying the kite like Mickey said. I flew without the kite and the first few sessions the bird didn't wait on... he took off after doves. The next thing I tied was to release a baggie almost immediately under the kite when it was very high (you might need to throw several pigeons or pheasants). That seemed to work better because it was easy for the falcon to see. Gradually letting the falcon go higher before releasing the baggie on subsequent sessions. Some people have had success by not putting bait on the kite and through habit the falcon flies to it then releasing a sealed pigeon. I didn't try that myself, but I see how it might work well. I think my problem was due to the fact that I hadn't let my bird kill anything or not very many before starting the kite training. He just wasn't noticing what I was doing below him. It's not hard to overcome this problem, tho.
