I had the same advice from my vet when my bird lost its back talon. It helps with circulation and helps repair quickly

Did the talon grow back

Yes the talon grew back but straight. What we did then was unconventional, when the talon grew to 1 1/2 inches we put a golf ball in the centre of the foot and strapped it up and 4 times a day soaked the bandage so as with human nails it softens the cuticle and the talon came malleable.Over the next 2 weeks we did this and kept him in a box so he wouldnt pick at the bandage. Just brought him out when feeding and manning.
Sure enough the talon began to take shape all through the season i went in to the avairy and cut his talon back taking the under side back so the top would grow round.
The talon was ok but was never the same as when born but it had shape in it so the bird still could use this foot to grip its quarry.
my firends bird got a touch of wing tip ednigma, and used this on here everyday for a few weeks, she turned out fine.
