Have you thought of double clutching?
Take the first clutch of eggs 7 days after the 3rd egg is laid ( usually start incubation propper when 3rd egg is laid). The 7 days natural incubation will give the embryos the best start.
The Lanners should lay again about 16 days after the eggs are removed.
You could let them incubate the second clutch themselves and creche rear the first clutch as insurence. Or replace the first clutch chicks with the parents at about 5-7 days (I have done this at 3 days OK), taking the second clutch into the incubator.
Have a look at Nic Foxs' book "Understanding Birds of Prey".

Best of luck.

You can have them deed of gift with a covering letter. Why not just let them recycle?

I always give my eggs 8 days from the last egg under the parents birds I find they hatch better and you still get the re-cycle.
Also look at what you said above (BOLD) the last 1 or 2 eggs will not get 7 days, the minimum should be 6 days but 8 is better, Lanners normally lay 5 eggs in a clutch.
This is my oppinion but who am I to talk I am only a novice.

Also if you want to put dummy eggs under a Lanner if you get some brown Bantum eggs and boil them they will do just as well as infertile Lanner eggs
