That looks to me like a Ferruginous hawk.

If there is someone local perhaps they could go have a look ?

Photo isn't clear when zoomed in but wing colour etc wrong for a Ferruginous.

Looks like a light common buzzard, I have one by my house that sits on a similar fence and allows you to drive past without moving, spends most of her time grubbing for worms

Although I personally have never seen a Buzzard that light.
Photo is rubbish and especially so when zoomed in....
Although it looks a hell of a lot like the female furruginous that lives in my garden !
Which is why I thought that !

When I first glanced the female around my place I thought she must be a Ferruginous, but then better views revealed the reality. Some CBs are just remarkably white.

I have some long range pics of her at home, will try to post one when I'm back

I have, indeed i used to have one just like this, as did Ashley Smith at the Hawk Conservancy at Weyhill.
