Tail feather force pull out

I just rehome an early juvenile crested goshawk

The condition of the bird isnt really good in the previous owner. Got an injuriy on his nose and the tail feather has been Pull out by him due to badly damage. All just happen because the bird being caged before.

now the bird already settle on my place and i think its already 4week now and there is still no sign of the new growth tail feathers. is it normal ? never dealing with hawk with force pull out feathers before

Ps: i just give an increase of weight from 185g to 235g now and give the bird a quality food
