Need an assist in Imprint kestrel

i just rehome an imprint female moluccan kestrel

currently about 1years old
seems it reach sexual maturity by the sign of put up her tail when i touch her back.
Got a feather tail damage and 2 new feather just in progress.
I just start train her on lure as this bird just doing a fly to fist by far in the previous owner.
For now i set her on free flight(theres no more creance) just in a week, response to fist almost like a flash but showing a bit less interest in lure.
The bird doesnt take any flight as other PR kestrel i have. This one love to sit in stone or whatever stuff after fail on chase the lure even she just loved to stick on my fist. its just make me a bit frustated.

does anyone have a same problem ??? need an assist here.
Nb: full weight 220g, Best response 170-180g
